El Congreso de Mxico ha aprobado recientemente una propuesta para imponer aranceles de hasta el 50 % a cerca de 1.400 productos, principalmente procedentes de China, con entrada en vigor prevista para el 1 de enero de 2026. Beijing ha expresado de inmediato su firme oposicin y ha exigido a Mxico que ajuste o retire la medida, advirtiendo que, de lo contrario, adoptar contramedidas.
Conviene subrayar que China ha utilizado deliberadamente el trmino contramedidas, y no medidas de represalia, lo que deja margen para la reconsideracin por parte mexicana. Comprender este matiz resulta clave.
El 9 de septiembre, Mxico dio a conocer una propuesta de reforma arancelaria dirigida a pases con los que no mantiene acuerdos de libre comercio, entre ellos China. Tras una evaluacin, el 25 de septiembre el Ministerio de Comercio de China anunci el inicio de una investigacin sobre barreras al comercio y la inversin relacionadas con dichas medidas. Se trata de la primera vez que el pas asitico inicia una investigacin de este tipo de manera independiente, lo que refleja el carcter claramente discriminatorio de la propuesta mexicana.
Posteriormente, Mxico ajust parcialmente su propuesta inicial. La versin final redujo los aumentos arancelarios en sectores clave como las autopartes, los productos industriales ligeros y los textiles. Esto indica un reconocimiento parcial del problema, aunque sin una rectificacin de fondo.
La raz de la cuestin qued reflejada en una frase citada por la parte china en septiembre: Los intereses de terceros nunca deben sacrificarse debido a la coaccin de otros. Quin es ese tercero Tras la aprobacin de la medida, el asesor comercial estadounidense Peter Navarro celebr la decisin mexicana como un hito en la reconfiguracin del orden comercial mundial impulsada por Estados Unidos. El contexto es claro: la prxima revisin del T-MEC en 2026 y la presin de Washington para que Mxico se alinee con su poltica hacia China.
Sin embargo, Mxico es plenamente consciente de la importancia de su cooperacin econmica con China, un proveedor clave de componentes automotrices y el principal origen de importaciones para los sectores textil y de la confeccin. Adems, la cooperacin en mbitos como los vehculos elctricos y las bateras ofrece oportunidades cruciales de inversin, empleo y transferencia tecnolgica. La propia industria mexicana ha advertido que los aranceles elevaran los costes, alimentaran la inflacin y aumentaran la incertidumbre econmica.
China dispone de un amplio conjunto de instrumentos para responder, desde investigaciones comerciales hasta acciones en el marco de la OMC. No obstante, Beijing no ha cerrado la puerta a la cooperacin. La clave est en que Mxico evale cuidadosamente los costes, los riesgos y las perspectivas de desarrollo a largo plazo.
